C++ Port reading help

I received an email, which I rephrased below, and need someone to outsource this to, as I don’t have the time myself:

I have a GPS tracking system, which connects to the Internet via GPRS; These tracking units gather information on unit locations, and then connects to the Internet and sends information such as their co-ordinates to a server. I am 100% sure that it is just text that it is sending through, and with that information I need it to collect it and then sort it out into a database (MySql database).

If anyone reads this point, and is able to help, please contact me! I will be able to get the IP address, so that you can have a look at the incoming packets.

   Ye, I know the website, but I would prefer to work with someone who I already know, or have been affiliated with before.

   I wish I could actually do it myself, but unfortunately, that is not an option at this point. However, I have a couple people who have contacted me already and are keen on working on it, so things look promising :)
